Pesta Adat dan Budaya Lom Plai 2024 diselenggarakan pada tanggal 15 Maret – 24 April 2024, dengan Puncak Pesta Adat dan Budaya Lom Plai 2024 pada tanggal 20 April 2024 di Desa Nehas Liah Bing, Kec. Muara Wahau, Kab. Kutai Timur, Provinsi Kalimantan Timur.
Gambaran Umum
Perayaan Ritual Adat Lom Plai adalah kegiatan Ritual Adat yang telah dilaksanakan turun-temurun sejak terbentuknya Desa Nehas Liah Bing. Perayaan tersebut merupakan Perayaan Memperingati Pengorbanan Putri Long Diang Yung yang dikorban oleh Ibundanya Boq Diang Yung untuk menyelamatkan warganya dari musibah kelaparan.
Keunikan Lom Plai terdapat pada rangkaian acara yang diisi dengan Perpaduan Ritual, Keyakinan dan Seni Tari seperti tari Hedoq (Hudoq) dan tarian massal tum’bam’bataeq dan lain-lain. Selain itu pada saat pesta setiap rumah menyiapkan makanan untuk semua tamu.
Lom Plai merupakan salah satu dari kearifan lokal Wehea yang mengajarkan bahwa lingkungan dan hutan merupakan Lumbung Pangan Bagi Kehidupan semua makhluk.
Tahun ini merupakan tahun ke-2 Pesta Adat dan Budaya Lom Plai masuk ke dalam Karisma Event Nusantara

Sambutan Ketua Adat Wehea, Bapak Ledjie Taq. Dalam sambutannya beliau menyampaikan rasa syukur kepada sang pencipta karena memberi berkah kehidupan untuk manusia. Bentuk rasa syukur itu diisi dengan pesta. Festival adat yang digelar harus benar-benar melambangkan adat-istiadat Suku Dayak Wehea. Lom Plai merupakan salah satu wujud syukur kepada alam dalam memberikan kehidupan yang layak kami tinggali dan memberikan udara air dan tanah sehingga hasil pertanian dapat dinikmati. Beliau sangat bangga karena ini merupakan kedua kalinya event Lom Plai masuk KEN Kemenparekraf RI. Semua ini berkat bantuan pemerintah dan provinsi yang bekerja keras bahu-membahu untuk kebanggaan Wehea.
Sambutan Perwakilan Kemenparekraf RI oleh Staf Ahli Bidang Pengembangan Usaha, Ibu Masruroh. Dalam sambutannya beliau menyampaikan Lom Plai telah menjadi bagian dari agenda Kharisma Event Nusantara selama dua tahun berturut-turut. Ini tentunya tidak mudah karena dinilai oleh para kurator budaya yang mengedepankan aspek promosi, manfaat, hingga publikasinya terhadap ekonomi, sehingga terjadi event yang berkelanjutan. Kekayaan daerah suku dayak Wahea ini harus kita komunikasikan. Mengangkat ide asli adat lewat event sangat tepat dimanisfestasikan. Nilai-nilai adat menjadi kekuatan ekonomi daerah dengan adanya upacara adat kembali ke jati diri kita meningkatkan perekonomian daerah. Kami akan berkolaborasi untuk meningkatkan skala Pesta Adat Lom Plai ke tingkat yang lebih luas ke level nasional dan internasional.
Diharapkan dengan peningkatan skala itu, selain pelestarian dan pengembangan seni budaya terus lestari, ekonomi masyarakat Wehea pun akan jauh meningkat.
Sambutan Bupati Kutai Timur, Bapak Ardiansyah Sulaiman. Dalam sambutannya beliau sangat mengapresiasi Lembaga Adat Besar Wehea dalam mempertahankan adat dan budaya dalam Lom Plai. Hari ini merupakan sejarah bentuk budaya Lom Plai sehingga kami berharap kegiatan ini menjadi kegiatan terpenting juga dalam meningkatkan ekonomi kerakyatan. Kepada masyarakat yang memiliki kemampuan berkreasi berproduksi budaya, silakan ditampilkan menjadi bagian penopang ekonomi kerakyatan. Beliau juga berterima kasih atas perhatian Pemprov Kaltim untuk mendukung pelaksanaan Pesta Adat Lom Plai Wehea. Beliau berharap bahwa kegiatan adat dan budaya semacam ini dapat terus dilaksanakan sebagai bagian dari upaya pelestarian kekayaan budaya daerah. Tentunya dari pihak pemerintah kabupaten akan terus memberikan dukungan dalam skala yang lebih besar di masa mendatang. Di tengah sambutannya beliau juga menyampaikan pesan dari Pj Gubernur Kalimantan Timur, Bapak Akmal Malik yang tidak sempat memberikan sambutan. Pj Gubernur Kaltim mengakui potensi besar Lom Plai sebagai destinasi wisata budaya. Dia meminta Pemerintah Kabupaten Kutai Timur untuk mengadakan kegiatan yang lebih besar dan mengundang partisipasi internasional. Atas nama pemerintah provinsi, beliau sangat mengapresiasi acara ini. Ini adalah wujud komitmen kita untuk menjaga warisan seni budaya nenek moyang kita. Sebagai bagian dari penyangga Ibu Kota Nusantara (IKN), Kutai Timur perlu terus mengembangkan potensi seni budayanya. Pemkab Kutai Timur dan perusahaan-perusahaan yang beroperasi di sana juga diimbau memberi dukungan untuk pembinaan seni budaya setempat. Bukan itu saja, pesta adat ini akan menjadi instrumen untuk mengenalkan Kutai Timur lebih jauh ke luar, nasional dan internasional. Beliau menyarankan agar Pemkab Kutai Timur berani menggelar event yang lebih menasional bahkan internasional. Misalnya mengundang seni budaya dari negara-negara lain yang hampir serupa, seperti Thailand, Jepang dan China. Jadi sakralnya tetap kita jalankan dan kita juga punya pembanding. Harapan kita festival budaya ini akan lebih mendunia dan menjadi aset dunia, karena ini sudah jadi warisan UNESCO.

Secara keseluruhan Pesta Adat dan Budaya Lom Plai 2024 berjalan lancar, merupakan hasil kolaborasi dinas dengan melibatkan warga masyarakat adat setempat dan komunitas UMKM.
Tata letak dan desain panggung sudah sesuai dengan banyaknya ornamen kelokalan yang ditunjukan.
Ketersediaan toilet perlu menjadi perhatian karena sama sekali tidak disediakan toilet, hanya ada di Mushola sekitar lokasi acara.
Dari sisi mitigasi bencana sudah cukup baik dengan disediakan pusat kesehatan dan ambulance di lokasi acara.
Pemeliharaan kebersihan selama acara kurang baik, sampah cukup banyak berserakan di venue acara dan ketersediaan tempat sampah tidak memadai.
Aksesbilitas menuju lokasi dan akomodasi di sekitar lokasi acara masih harus dibenahi jika ingin mendatangkan wisatawan domestik maupun internasional. Perjalanan darat dari Kota Samarinda menuju Desa Wahea butuh menempuh waktu kurang lebih 8-9 jam dan di beberapa titik masih ada jalan yang rusak. Akomodasi masih sangat terbatas di sekitar lokasi acara.
Event ini diharapkan kelasnya dapat ditingkatkan sehingga bisa bisa lebih memberikan dampak yang signifikan terhadap peningkatan ekonomi dan juga kunjungan wisatawan ke Kalimantan Timur khusunya Kabupaten Kutai Timur
ENGLISH TRANSLATIONThe 2024 Lom Plai Traditional and Cultural Festivity was held on March 15th - April 24th, 2024, while the main ceremonial was held on April 20th, 2024 at Nehas Liah Bing village, Muara Wahau District, East Kutai Regency, East Kalimantan Province.General Overview
The Lom Plai Ritual Ceremony is an indigenous ritual that has been conducted hereditarily since the establishment of the Nehas Liah Bing village. The ceremony commemorates the sacrifice of Princess Long Diang Yung by her mother, Boq Diang Yung in order to save the villagers from famine.
Lom Plai’s uniqueness lies in the ceremonial sequence, that is a combination of rituals, beliefs, and dance art; such as the Hedoq/Hudoq dance, the Tum’Bam’Bataeq colossal dance, etc. In addition, during the feast every household in the village also prepared meals for all visitors.
Lom Plai is one of the local wisdoms of the Wehea that teaches the concept of the environment and the forests being the source of food for all forms of life.
This year marks the 2nd time the Lom Plai Traditional and Cultural Festivity was selected into the Karisma Event Nusantara (KEN) program.

An address by the Chief of Wehea Indigenous Authority, Mr. Ledjie Taq, who remarked as follows:
We are grateful to God Almighty for bestowing upon us the blessing of life. This traditional festival must really symbolize the indigenous values of the Wehea Dayak tribe. Lom Plai is a form of gratitude to nature that has granted us life, given us the air, water, and soil from which we harvest our crops. I am very proud that Lom Plai has been selected for the second time into the KEN program. This is all thanks to the support from the Regency and Provincial governments that have worked hard together for the pride of the Wehea.
An address by the representative of MoTCE, the Senior Advisor for Entrepreneurship Development, Mrs. Masruroh, who remarked as follows:
Lom Play has become part of the KEN agenda for two years in succession. This is no simple feat, considering you had to go through the strict appraisal by our cultural curators. We prioritize the aspects of promotion, benefits, publication, as well as the event’s influence on the economy, in order to ensure we have events that conform to principles of sustainability. It is imperative that we publicize the traditional wealth of the Wehea Dayak. Original indigenous ideas are most ideal to be manifested through an event like this. Traditional values have become an economic strength of the region, because engaging in traditional ceremonies not only enable us to return to our core selves, but also to contribute into the region’s economic gains. We shall continue this collaboration in order to promote the scale of Lom Plai Traditional Festivity into the national and even international level.By raising the scale of the event, we aim not only to preserve and develop cultural arts, but also to further improve the Wehea community’s economy.
An address by the East Kutai Regent, Mr. Ardiansyah Sulaiman, who remarked as follows:
I extend my utmost appreciation to the Wehea Indigenous Authority in preserving native traditions and culture in Lom Plai. This is a historical day for Lom Plai culture, and I hope this event also contributes to the people’s economy. For members of society who have the skills to create cultural products, I welcome you to display your works, for they are the foundations of the People-based Economy. I also extend my heartfelt gratitude to the East Kalimantan Provincial government for supporting this event. I hope other traditional and cultural events such as this may continue to be organized in the future, in an even larger scale. I should like also to use this opportunity to relay a message from the Governor, Mr. Akmal Malik, who could not attend this event. Mr. Governor acknowledges Lom Plai’s significant potentials as a cultural tourism destination. He encourages the East Kutai Regency government to organize even bigger events like these and to invite international participants. On behalf of the Provincial Government, Mr. Governor extends his appreciation for this event. Let this be a token of our commitment to preserve our ancestors’ cultural heritage. As one of the satellite regions for Indonesia’s new Nusantara Capital (IKN), East Kutai shall need to continue developing its cultural potentials. The Regency Government should work with the private enterprises operating in the region to support the development of local cultural arts. Traditional festivities such as this shall become key instruments to introduce East Kutai further outward, on the national and international stage. Regency government should not hesitate to organize national and international events, and to invite cultural performers from other countries that share similar cultures as us, such as Thailand, Japan, or China. Thus we preserve our sacred culture while also giving opportunities for our neighbors to share theirs. We hope this cultural festival shall grow into an international asset, considering it has become UNESCO’s World Heritage.

Conclusion and Evaluation
Overall, the 2024 Lom Plai Traditional and Cultural Festivity has been carried out efficiently, as a collaborative initiative between the East Kutai Regency Office for Tourism, the local indigenous community, and MSME (Micro, Small, and Medium Enterprises) community.
The stage layout and design were up to standards, given the variety of local ornaments being showcased.
Toilet availability was a cause for concern, because no additional toilets were procured in addition to the one in the mosque located in the venue.
The health mitigation aspect was sufficiently addressed, given the availability of a medical center and an ambulance unit in the venue.
The cleanliness aspect was not properly addressed, given the high level of waste littering in the venue, as well as insufficient wastebins.
The accessibility to the event venue and nearby accommodations needs to be improved in the future, if this event wishes to bring in more domestic and international tourists. The land transportation from Samarinda City to the Wehea village took approximately 8-9 hours, and there were many spots where the roads were damaged. Accommodation choices near the venue were also very limited.
This event’s scale is hoped to be upgraded, in order to contribute more significant impacts on the economy and number of visits to East Kalimantan Province, particularly East Kutai Regency.
